This number applies only to live streaming video from services like UStream, Justin.tv, and Livestream. Users of these services in July of this year spent 1.5 billion minutes watching streaming video. This is still a fraction of streaming of recorded online video. For example, YouTube streamed more than 40 billion minutes in July, but YouTube's time only grew by 68% year over year.
